Laptap; one village, 14 coffins

LAPTAP, Jul 12: A pale of gloom descended over Laptap village as bodies of 14 people, buried alive on Tuesday afternoon due to massive landslide, were today taken out one by one.
The first body was recovered on Tuesday evening itself. The last dead body was recovered on Wednesday around 4.30 PM. The NDRF, SDRF, state police team and locals struggled for over 24 hours to retrieve the bodies of all the victims.
As the dead bodies were being taken out from the huge debris and with the time ticking away, all hopes of finding any survivor vanished.
With no hope in sight after such a massive destruction, the relatives of victims kept the coffins ready. One by one, the bodies were placed inside the coffin.
The youngest victim was identified as three year old Tana Ona. Bodies of her siblings Tana Nyelam(12), Tana Hakam(7) both boys and Tana Hapy(4) were also recovered along with her. Tana Menya(22), Tana Nania (36), Tana Yalli( 22), Tana Kaki(22), Tana Yako(36), Tana Nania(20), Tana Mech(40), Tana Medap( 38), Tana Yater and Tana Tolu are the other victims.
The last rites of all the victims were performed on Wednesday after a prayer service.
Laptap village is in absolute shock. The village which is famous for its oranges was finding it hard to accept that such a tragedy had struck.
One villager, while talking to this daily recounted the final moments before the landslide came down.
"A huge noise shook the whole village. We thought fighter aircraft had passed by the village. We all came out rushing from our homes, and to our horror, a huge landslide crushed five houses right in front of our eyes in no time. One person who lives near the road first saw the landslide coming down and he tried hard to alert those living downhill by shouting out. But everything happened so quickly that no one could save their lives," said the villager.
Meanwhile, the villagers blamed the highway officials for the incident.
"If they had constructed proper retaining walls, the destruction could have been minimized. So many innocent lives have been lost due to negligence of concern authorities," the villager added.

PM, Governor mourns, Institutes remember students
ITANAGAR, Jul 12: Chief Minister Pema Khandu visited Laptap on Wednesday. He consoled the relatives of the victims and assured all possible help from the state government's side.
The Chief Minister inspected the site of the incident and interacted with officials from district administration, NDRF and state police who carried out the rescue operations.
The Chief Minister handed over Rs 10 lakhs on behalf of the state government to the next of kin of the victim family as immediate relief.
He also donated Rs 30 lakhs from his personal means as immediate assistance to the family of the victim.
Former Chief Minister Nabam Tuki was also present at the accident site the entire day to monitor the rescue work.
Leaders of the Peoples' Party of Arunachal, led by MLA Takam Pario were also present.
Condolences are also pouring in over the tragic death of the 14 people in the landslide in Laptap under Toru circle of Papum Pare district.
Expressing his deep sorrow over loss of several lives at Laptap and of a minor girl in Itanagar due to natural catastrophe, Prime Minister Narendra Modi conveyed his condolences to the bereaved family members.
In his telephonic conversation with Chief Minister Pema Khandu, Modi said that the country is with Arunachal during this trying time.
Governor P B Acharya also said that he was deeply saddened after hearing the news of loss of life of so many people in the landslide at Laptap.
The Governor conveyed condolence to the members of the bereaved families and prayed for eternal peace of the departed souls.
Further, the Dera Natung Government College family expressed profound grief and sorrow over the death of one its students, Bengia Yania in the landslide.
Yania was a BA 2nd semester student and a sincere and dedicated NCC cadet, who represented the state in NER National Integration Camp of NCC at Amritsar last month.
The Anne Yach Academy, Nirjuli also deeply mourned the untimely demise of two of its students, Tana Nyelam (12), and Tana Hakam (7) who lost their lives in the landslide.
The United Leil Tara Youth Foundation, All Sagalee Employees' Forum, All Sagalee Students Union and Arunachal Baptist Church Council also mourned the deaths.
Modi assures help to monsoon ravaged Arunachal
ITANAGAR, Jul 12: Prime Minister Narendra Modi has assured all possible support to monsoon ravaged Arunachal Pradesh.
The Prime Minister said that the PMO is continuously monitoring the situation of Arunachal Pradesh and has assigned Principal Secretary to Prime Minister P K Mishra for the purpose.
He gave this assurance during a telephonic conversation with Arunachal Pradesh Chief Minister Pema Khandu on Wednesday and took stock of the prevailing situation in the state.

ITANAGAR, Jul 12: In the wake of the recent heavy rainfall, Minister of Health & FW Jomde Kena has given strict orders to the state and district health authorities to take measures to prevent outbreak of water borne disease and to prevent spread of vector borne disease like dengue, malaria and JE.
He also called for immediate and timely treatment of trauma or injury of flood affected victims and to ensure proper stock of essential drugs.
No leave of absence of any kind for any reason whatsoever would be allowed for staff and officers till the emergent situation ceases, said Director of Health Services Dr Moji Jini in a press statement.
All DMOs have been asked to approach the respective Deputy Commissioners, if necessary, for fund for emergency medicine and vaccines from their relief funds and the DMOs can also approach the state health authorities for meeting any emergent situation, including relief funds.

Heavy torrential rain reportedly caused extensive damage in Kamba Administrative Circle in West Siang district.
According to source, a suspension bridge connecting Nomuk to Kato village was completely damaged due to flood causing numerous hardships to the commuters.
The suspension bridge of Sessi Likar village which connects it from Kamba was also damaged in the landslide, while the suspension bridge over Yomgo River connecting Kambu Village was partially damaged due to high rise in water level of Yomgo.
More than 10 electric poles were washed away in Kambu village causing disruption of power supply.
The Siru Tali Hydel was damaged in the rain, while roads connecting to Nomuk and Kato village were also blocked due to mudslides and landslides at several locations. The flood water also damaged building and walls of Sere Tali Primary School, besides causing extensive damage to the low lying paddy field, wherein around 250 families are said to be affected.

GoAP urged to repeal AP Unlawful Activities (Prevention) Act

Plantation marks Vanamahotsava
ITANAGAR, Jul 12: RIWATCH celebrated Vanamahotsava by planting 90 bakul and putranjiva trees in its campus on July 12.
DFO Aduk Peron spoke on the importance of trees in improving air quality, climate amelioration, conserving water, preserving soil, and supporting wildlife.
"During the process of photosynthesis, trees take in carbon dioxide and produce the oxygen we breathe. Fallen tree leaves can reduce soil temperature and soil moisture loss. ... Trees create an ecosystem to provide habitat and food for birds and other animals. Trees absorb carbon dioxide and potentially harmful gasses," he went on to describe the importance of trees and appealed to everyone to plant at least 10 trees for every tree we fell down.
Bakul tree is used in Ayurveda medicine for dental ailments, such as bleeding gums and loose teeth, while putranjiva is mainly used in female infertility.
The programme saw the participation of around 90 people, including forest officials, public leaders, village elders, Abali School students, youth associations, BEd college trainees and village women.
The programme was coordinated by Bapak Koyu, FRO Roing.
Yachuli branch of the Arunachal Pradesh Women Welfare Society, along with women self help groups of Raga planted 1,510 saplings of various species as part of Vanamahotsava celebration, of which 810 saplings were adopted. Bamboo guards were also erected to protect the saplings.
Trees were planted in various places of tourist interest, like Sree Sidheswar Nath temple, Kardo and Ziro Putu. Dustbins were also distributed to the temple authority for better waste disposal.
GSU alleges violation of Act
ITANAGAR, Jul 12: The Galo Students' Union (GSU) has alleged violation of the Arunachal Pradesh District Based Entrepreneur and Professional Act, 2015 by the Executive Engineer and other officials of RWD, Aalo division by allotting work to a firm, whose working jurisdiction allegedly does not fall under that particular area, where the scheme will be implemented.
In its complaint letter to the Secretary, Rural Work Department (RWD), the students' union stated that scheme under Social and Infrastructure Development Fund (SIDF) meant for Liromoba Assembly Constituency has been allotted to a firm, whose working jurisdiction does not fall under that particular block in violation of the Act by the concern department.
Condemning the alleged act of favouritism and carelessness, the students' union demanded retendering of the scheme. It also demanded strict action against the erring officials and all other involved in it.

'Revoke order cancelling JE written exam'
ITANAGAR, Jul 12: Terming the state government's decision to cancel the written examination of Junior Engineer of RWD as arbitrary and unfair, the Arunachal Pradesh Diploma Unemployed Engineer's Association (APDUEA) has in a representation to the Chief Minister on Tuesday appealed to him to revoke the order and conduct the said examination on an alternate day within five days.
The Association said that about 3,612 applicants who received their admit cards from various districts of the state are distressed with the government's sudden decision to cancel it.
'Power to delegate the recruitment process of Junior Engineer through APPSC is appreciable, but the sudden decision to cancel the examination is dictatorial', the Association claimed, adding that the government could have cancelled it a couple of months earlier if it felt the recruitment process was unfair.
It had also threatened to resort to democratic movement if its demands are not met within five days.

Wake up call for PWD Highway
The death of 14 villagers in a tragic incident at Laptap raises several questions which need to be answered by the government of Arunachal in particularly PWD and Disaster Management department. Arunachal has been battered by heavy rainfall and landslide in the last 15 days. Papum Pare district in particularly Sagalee sub division and capital complex has been the worst hit. The village where massive landslide took place leading to the death of 14 people was identified as potential danger zone. Villagers alleged that representatives of agency engaged in construction of Trans Arunachal highway had inform them about potential danger of landslide at Laptap.
The question arises why district administration did not take any measures to shift the villagers. Also why did not the representative of construction agency coordinated with district administration in this regard. Proper investigation should be done and those responsible for the loss of innocent lives should be strongly punished. Also it is being witnessed that monsoon has caused maximum destruction in areas where Trans Arunachal Highway (TAH) is located. This is not just a coincidence and proper study should be done to understand this phenomena. In all probability it is happening due to faulty method used for construction of TAH. Especially while carrying out earth cutting the construction agencies is making serious mistakes. PWD highway should introspect and try figure out where things went wrong at Laptap. There is no doubt that, they along with construction agency Sushee Infra will have to be held accountable for the incident.

Norms of neutrality
Dear Editor,
While condemning the laggard policy of reservation in higher education and jobs, all sane persons cite the example of cricket which always considers the merit of the cricketers during selection process instead of blindly giving space to undeserving players from certain states just because those regions remain unrepresented! Else the performance of the team is bound to suffer.
But far from drawing inspiration from cricket and vouch for meritocracy in all national spheres, Ramdas Athavale is shamelessly asking for reservation in cricket team also!
If all things religion, language, race, caste or tribe is scandalously allowed to call the shots in all aspects of the society by eradicating all norms of neutrality and national identity; then why don’t fragment India into innumerable parts and make each region the exclusive domain of people of particular demographic credential only?

Result of our own selfish deeds
Dear Editor,
For the last few weeks, we've had incessant rainfall causing loss of lives and properties. We are having to witness people getting evacuated, areas getting sunk. We must understand that it's not just a course of nature but more or less the result of our own selfish deeds.
The encroachment of river banks, the cutting of land thus changing the course of the river, disposal of garbage into water bodies causing clogs, unsupervised construction of buildings in landslide prone areas, no drainage system, etc and we can go on and on.
The Barapani market area is a significant example of encroachment of the river banks and negligent disposal of garbage and only if sufficient area was left off so that none of the properties could've been affected when the river would get at its highest level would have made a whole lot of difference.
All of us have been watching the dreadful condition of the Barapani River loaded with filth and garbage causing clogs in the flow of the stream and this is also one of the reasons for sudden current flow and flood like situation.
Coming to the unchecked and unsupervised cutting of land causing the change in the course of the river is one of the most grave situations there is to be and with further exploitation in the future without any confrontation or mass awareness programme, we are sure to face the full wraith of nature.
The Jullang area especially is an important example, the rivers that there once used to be is now replaced by abodes nestled on land filled foundations.
Construction of qualitative and quantitative drainage system should be assessed and implied. Our state coming under the tropical region, its citizens must have the awareness and the preparation already required with what comes for the future and learn from the past.
With loads of funds being released every year, why don't sanction one for waste management plant and programme and actually use it for the purpose.
Unemployment being a huge setback in our state, setting up of departments for vigilance and supervision for unsupervised construction, cutting of lands etc would sure pave way for thousands of unemployed individuals with deserving qualifications.
Advertising awareness of the above cases via media, banners and plays or acts can also make a difference.
With implementation of the Swachh Bharat, we've seen a huge difference so wonder what difference would it make in the exploitation of natural sources with a few early steps.
Supervised planning of the state is a necessity to come to par with the other successful developing states and countries, we still lag miles behind.

Through your column, I want to ask the State govt, why they are not honouring Lt. IRBN Nada Umbing. He sacrificed his life while performing his duty, giving support, rescuing people from land slide, flood in bad weather.
State government must honour all brave soldiers Lt. Wing Commander M. S Dillon, Lt. Flight lieutenant PK Singh, Lt. Flight Engineer Sergeant Gujjar and Lt IRBN Ct. Nada Umbing who laid down their lives for the safety of fellow countrymen.
