Laptap; one village, 14 coffins

LAPTAP, Jul 12: A pale of gloom descended over Laptap village as bodies of 14 people, buried alive on Tuesday afternoon due to massive landslide, were today taken out one by one.

The first body was recovered on Tuesday evening itself. The last dead body was recovered on Wednesday around 4.30 PM. The NDRF, SDRF, state police team and locals struggled for over 24 hours to retrieve the bodies of all the victims.  

As the dead bodies were being taken out from the huge debris and with the time ticking away, all hopes of finding any survivor vanished.

With no hope in sight after such a massive destruction, the relatives of victims kept the coffins ready. One by one, the bodies were placed inside the coffin.

The youngest victim was identified as three year old Tana Ona. Bodies of her siblings Tana Nyelam(12), Tana Hakam(7) both boys and Tana Hapy(4) were also recovered along with her. Tana Menya(22), Tana Nania (36), Tana Yalli( 22), Tana Kaki(22), Tana Yako(36), Tana Nania(20), Tana Mech(40), Tana Medap( 38), Tana Yater and Tana Tolu are the other victims.

The last rites of all the victims were performed on Wednesday after a prayer service.  

Laptap village is in absolute shock. The village which is famous for its oranges was finding it hard to accept that such a tragedy had struck.

One villager, while talking to this daily recounted the final moments before the landslide came down.

"A huge noise shook the whole village. We thought fighter aircraft had passed by the village. We all came out rushing from our homes, and to our horror, a huge landslide crushed five houses right in front of our eyes in no time. One person who lives near the road first saw the landslide coming down and he tried hard to alert those living downhill by shouting out. But everything happened so quickly that no one could save their lives," said the villager.

Meanwhile, the villagers blamed the highway officials for the incident.

"If they had constructed proper retaining walls, the destruction could have been minimized. So many innocent lives have been lost due to negligence of concern authorities," the villager added.

Laptap is located near Yupia-Seppa Trans-Arunachal Highway, where the Sushee Infra is carrying out earth cutting work.

PM, Governor mourns, Institutes remember students

ITANAGAR, Jul 12: Chief Minister Pema Khandu visited Laptap on Wednesday. He consoled the relatives of the victims and assured all possible help from the state government's side.

The Chief Minister inspected the site of the incident and interacted with officials from district administration, NDRF and state police who carried out the rescue operations.  

The Chief Minister handed over Rs 10 lakhs on behalf of the state government to the next of kin of the victim family as immediate relief.

 He also donated Rs 30 lakhs from his personal means as immediate assistance to the family of the victim.

Former Chief Minister Nabam Tuki was also present at the accident site the entire day to monitor the rescue work.

Leaders of the Peoples' Party of Arunachal, led by MLA Takam Pario were also present.

Condolences are also pouring in over the tragic death of the 14 people in the landslide in Laptap under Toru circle of Papum Pare district.

Expressing his deep sorrow over loss of several lives at Laptap and of a minor girl in Itanagar due to natural catastrophe, Prime Minister Narendra Modi conveyed his condolences to the bereaved family members.

In his telephonic conversation with Chief Minister Pema Khandu, Modi said that the country is with Arunachal during this trying time.

Governor P B Acharya also said that he was deeply saddened after hearing the news of loss of life of so many people in the landslide at Laptap.

The Governor conveyed condolence to the members of the bereaved families and prayed for eternal peace of the departed souls.

Further, the Dera Natung Government College family expressed profound grief and sorrow over the death of one its students, Bengia Yania in the landslide.

Yania was a BA 2nd semester student and a sincere and dedicated NCC cadet, who represented the state in NER National Integration Camp of NCC at Amritsar last month.

The Anne Yach Academy, Nirjuli also deeply mourned the untimely demise of two of its students, Tana Nyelam (12), and Tana Hakam (7) who lost their lives in the landslide.

The United Leil Tara Youth Foundation, All Sagalee Employees' Forum, All Sagalee Students Union and Arunachal Baptist Church Council also mourned  the deaths.

 

 

 

Modi assures help to monsoon ravaged Arunachal

ITANAGAR, Jul 12: Prime Minister Narendra Modi has assured all possible support to monsoon ravaged Arunachal Pradesh.

The Prime Minister said that the PMO is continuously monitoring the situation of Arunachal Pradesh and has assigned Principal Secretary to Prime Minister P K Mishra for the purpose.

He gave this assurance during a telephonic conversation with Arunachal Pradesh Chief Minister Pema Khandu on Wednesday and took stock of the prevailing situation in the state.

The Prime Minister also enquired about the quantum of damage caused due to the natural calamity and measures taken by the state government and status of relief and rescue operations. He has sought an immediate report on the present situation.

The Prime Minister informed the CM that he has directed Union Minister of State for Home Affairs, Kiren Rijiju to visit Arunachal immediately to take stock of the situation.

The Chief Minister briefed the Prime Minister that the state government is making all out effort to combat the present situation. Relief camps have been set up in affected areas and strict advisories have been issued to the general public to vacate from the vulnerable areas to the designated relief camps, Pema informed Modi. He further informed about the ex-gratia being released immediately to the victims as per the laid down norms.

Earlier in the day, Union Home Minister Rajnath Singh assured all possible assistance from his ministry to Arunachal Pradesh.

Minister of State, PMO and DoNER, Jitendra Singh while talking to the CM has sought a report from the state government. He assured Pema that the central government will take all necessary steps for the state.

 

 

 

State govt lacks preparedness to deal with monsoon calamities: APCC

ITANAGAR, Jul 12: The Arunachal Pradesh Congress Committee (APCC) categorically blamed lack of preparedness for natural calamities on part of the state government for Tuesday's tragedy in Laptap, where 14 people were buried alive in a massive landslide.

"Tuesday's landslide in Laptap exposed the government's lack of preparedness in dealing with natural calamities like flood and landslide," said the APCC in a press statement.

Had there been proper know-how to assess risks at local level and strict enforcement of guidelines and regulations, the incident could have been averted, the party said.

Stating the announcement of Rs 4 lakh to the family of each of the deceased, who died in the landslide, a mere eye wash, the APCC demanded enhancement of the ex-gratia payment to Rs 1 crore per deceased.

The party also demanded the state government to provide Rs 10 lakh each to all the severely injured.

The APCC also demanded ex-gratia payment of Rs 1 Crore for the family of IRBn jawan Nada Umbing, who died in July 4 IAF chopper crash.

The party also urged the Union Minister of State for Home, Kiren Rijiju, who also is the Minister in-charge for Disaster Management, to apprise the Central Government about the deadly flooding and landslides that almost ravaged the entire state.

 

 

 

Students' org highlights poor state of govt schools in Namsai  

NAMSAI, Jul 12:  The Namsai district unit of the Arunachal Students' Federation (ASF) has drawn the attention of the Deputy Director of School Education, Namsai towards the poor state of government schools in the district.   

ASF Namsai unit President, Chow Chali Simit has in a release claimed that during a recent visit to Government Upper Primary School, Nampong and Government Secondary School, Ningroo, a team of the ASF found absence of classrooms, separate toilets for boys and girls, drinking water facility, ceiling fans, proper drainage.

'At Government Upper Primary School, Nampong, school uniforms allocated for the students were not of proper size, whereas not a single uniform or textbook for elementary level students was issued against Government Secondary School, Ningroo. Mid-Day Meal ration was served only for a week at GSS, Ningroo but it has not been served in the current academic session', the ASF claimed, adding that the toilet at Government Upper Primary School, Nampong is dilapidated, whereas GSS, Ningroo has no toilet facility at all.  

Further, in a representation to the Deputy Director of School Education, Namsai, the ASF, Namsai district apprised him about the alleged collection of school fee in the elementary level education and urged him to initiate early steps to regulate allocation of uniforms, MDM and construction of separate toilets for both boys and girls as per the guidelines, equipped with proper facilities.   

 

 

 

APCC demands release of IAS officer, threatens bandh

ITANAGAR, Jul 12: The Arunachal Pradesh Congress Committee (APCC) demanded that Chief Secretary in-charge Satya Gopal be released from his duty as ordered by the Ministry of Home Affairs within the next 48 hours for allegedly misguiding the Election Commission of India (ECI), failing which, the APCC would resort to a 24 hour bandh in the Capital Complex.

The ECI had issued a notification on July 12, wherein it cited the letters received by the Chief Electoral Officer of Arunachal Pradesh citing reports of heavy rainfall, landslides, bad connectivity and difficulty in transporting EVMs and VVPATs,

 of accessibility to only nine polling stations out of the total 26, and declared all electoral proceedings taken so far as null and void.  

Addressing a press conference, APCC President Takam Sanjoy said that it was unfortunate that the ECI was misguided by the Chief Secretary in-charge, who reportedly cited these reasons through the Chief Electoral Officer to put a complete halt on the bye-election process of 12th Pakke Kessang (ST) Assembly Constituency.

'The road blockade happened only at Laptap under Papum Pare district, which is the alternative lifeline to Seppa and Pakke- Kessang. The normal route from Itanagar-Bhalukpong-Seppa is all-weather road (without any blockade in any portion)', the APCC claimed, while adding that all the candidates had already reached safely on July 10 last.

Alleging that the state government led by the Bharatiya Janata Party was misusing the position of Satya Gopal, who also holds the post of Principal Secretary in various departments, the APCC said that the BJP feared facing the Congress in the bye-election and resorted to using such high-handed tactics.

Further citing violation of the Peoples' Representation Act, Sanjoy said that the Chief Election Officer should have summoned all political parties for their opinion on the postponement or cancellation of the bye-election before sending the recommendation to the ECI.

The APCC urged upon the CEO to announce fresh dates for the conduct of bye-election to 12 Pakke-Kessang at an early date to ensure free and fair election instead of declaring it null and void.

Sanjoy also informed the All India Congress Committee (AICC) president and general secretary have been informed, and the AICC and APCC would send a representation to the ECI soon.

The ECI on Wednesday cancelled the bye-election process to the Pakke-Kessang Assembly Constituency in Arunachal Pradesh, taking into consideration the current weather conditions in the state.

The election was scheduled for July 29.

The Pakke-Kessang seat had fallen vacant after former deputy chief minister and the then sitting MLA Kameng Dolo lost his Assembly membership following a Supreme Court ruling.

Dolo had won the 2014 election with a Congress ticket, but joined the PPA with Kalikho Pul and his team in early March 2016. He had joined the BJP on May 20, 2017.

Dolo was to contest the bye-election for 12th Pakke-Kessang from the Congress ticket again.

 

 

 

NES questions centre's silence, seeks early restoration of roads

ITANAGAR, Jul 12: The Nyishi Elite Society (NES) questioned the silence of the central government on the devastating flood caused by incessant rain in the last one month in the state thereby, triggering landslides leading to heavy loss of lives and properties.

The NES team said this after a visit to Laptap village, where 14 people have died following massive landslide.

It urged upon the Government of India to depute central team at the earliest to assess the huge losses and grant immediate lump-sum grant to the state government to tide over the crisis at this crucial juncture.

The Society has urged the state government to take-up the road clearance on war footing by pressing additional men, material and resources up to Seppa, the district headquarter of East Kameng district.

The locals have assured the NES team to cooperate in all fronts to make the road through in the overall interest and wellbeing of people at large, said a report.

Meanwhile, the Society urged the state to evacuate patients and airlift essential commodities at Sagalee area, which is cut off from rest of the state of the state, on a mission mode.

Thanking Chief Minister Pema Khandu for his timely assertive intervention, the NES urged the Government of Arunachal Pradesh to announce ex-gratia to the immediate kin of the deceased of the tragedy and render all logistic support at this hour of distress.

'His timely visit at the ongoing operation of retrieving the dead bodies is a morale booster to the family members and relatives', the team observed.

 

 

 

Prevent outbreak diseases; Minister tells dept as all leaves cancelled

ITANAGAR, Jul 12: In the wake of the recent heavy rainfall, Minister of Health & FW Jomde Kena has given strict orders to the state and district health authorities to take measures to prevent outbreak of water borne disease and to prevent spread of vector borne disease like dengue, malaria and JE.

He also called for immediate and timely treatment of trauma or injury of flood affected victims and to ensure proper stock of essential drugs.

No leave of absence of any kind for any reason whatsoever would be allowed for staff and officers till the emergent situation ceases, said Director of Health Services Dr Moji Jini in a press statement.

 All DMOs have been asked to approach the respective Deputy Commissioners, if necessary, for fund for emergency medicine and vaccines from their relief funds and the DMOs can also approach the state health authorities for meeting any emergent situation, including relief funds.

 

 

 

Food aid for Sagalee  

Sagalee, Jul 12: Twenty quintals of food items were supplied through air sortie to Sagalee on Wednesday, following food shortage in the area due to blocakdes.

The administration has said that area is facing food and medicine crisis.

Meanwhile, 19 stranded passengers, including seven patients, with two in serious conditions were evacuated from Sagalee to Itanagar on Wednesday by Sky One helicopter.

Sagalee Administrative Headquarter has been totally cut off from the rest of the world for the last many days due to massive landslides on the Itanagar - Sagalee stretch of road.

Meanwhile, the Chief Minister informed that district administration has been instructed to resume the relief and rescue operations for stranded people.

He also informed that state government is making all efforts for restoring the road communication to Sagalee, which is cut off from all sides.

 

 

 

RGU extends admission, entrance dates

ITANAGAR, Jul 12: The Rajiv Gandhi University authority has decided to extend the date for admission form submission to various programmes by a week's time due to prevailing weather condition in the state.

Informing that the last date has been extended up to 19th of July (Wednesday), 2017, RGU's Joint Registrar (Academic) Dr David Pertin said that with the original last date of submission of application forms in RGU both through offline and online mode drawing close on 14th July, the one week extension will bring respite to scores of prospective candidates vying to get admitted in the lone central university of the state.

He further informed that the RGUCET-2017 dates/schedules will also be rescheduled and re-notified in due course accordingly and published in the university's website www.rgu.ac.in.

 

 

 

Restoration works in West Siang underway

Heavy rains lash Kamba, MLA pleads for relief  

AALO, Jul 12: Restoration works are in full swing to bring back normalcy in flood and landslide ravaged West Siang.

Road construction company T K Engineering, who has been entrusted to carry out highway works from Tai to Gabu stream, has pressed into service its men and machineries to renovate damaged roads within Aalo Township.

The company has assured to maintain the roads and start carpeting of road from Siyom Colony to RK Mission School by this winter.

West Siang Deputy Commissioner Gamli Padu and ATPWDS Chairman Kento Ete visited the work site near army gate.

The PHE, Power and PW departments are also engaged in restoration work. (DIPRO)

Heavy torrential rain reportedly caused extensive damage in Kamba Administrative Circle in West Siang district.

According to source, a suspension bridge connecting Nomuk to Kato village was completely damaged due to flood causing numerous hardships to the commuters.

The suspension bridge of Sessi Likar village which connects it from Kamba was also damaged in the landslide, while the suspension bridge over Yomgo River connecting Kambu Village was partially damaged due to high rise in water level of Yomgo.

More than 10 electric poles were washed away in Kambu village causing disruption of power supply.

The Siru Tali Hydel was damaged in the rain, while roads connecting to Nomuk and Kato village were also blocked due to mudslides and landslides at several locations. The flood water also damaged building and walls of Sere Tali Primary School, besides causing extensive damage to the low lying paddy field, wherein around 250 families are said to be affected.

Meanwhile, local MLA-cum-Parliamentary Secretary S&YA, Nyamar Karbak, who is in touch with the administration, today appealed to the state government to provide necessary relief and fund for early restoration of the damages caused in the area.

While directing the officials to keep vigilant and prepare to contain any kind of situation, Karbak further appealed to the denizens to stay alert and choose safer places during heavy rainfall.

 

 

 

Block and GP level training on Participatory Planning Process held

AALO, Jul 12: PRI members, Block Resource Group, Gram Panchayat Development Committee and officials of Panchayat Department from Monigong Anchal Block attended a day-long block level brain storming session and three-day Gram Panchayat level training on Participatory Planning Process under 'My Village My Development Plan' (MVMDP) for Monigong and Mechukha Blocks, which concluded recently.

Speaking on the occasion, EAC-cum-Member Secretary, Monigong Anchal Block, Gamtum Padu urged the PRI members of the block to assimilate and implement the knowledge provided by team of master trainers to facilitate a meaningful and significant public position on the important initiative of revamping the progress and prosperity of West Siang district.

State level master trainer, Tamar Baki with his team of block resource group under IPPE imparted the handholding training and knowledge amongst all PRIs, Gram Panchayat Development Committee, PRI functionaries etc.

The three-day long training concluded after conducting Gram Sabha meetings at Monigong and Mechuka. Presentation of situation analysis report, validation of PRA output, prioritization of trust area identification, vulnerability/marginalized household ranking were done as per SECC list 2011, finalization of priority works under MGNREGA focus area, prioritization and preparation of perspective plan and annual plan under 14th Finance Commission with Gram Panchayat Development Plan were finalized in the Gram Sabhas.

Similar training programmes on Gram Panchayat Development Planning (GPDP) under My Village My Development Plan (MVMDP) were also conducted from June 12 to July 8 in entire Tawang.

Over 800 persons were trained during the series of training programmes conducted by SIRD Arunachal in each of the six CD blocks.

The entire processes of participatory planning under MVMDP Guidelines 2015 are Gram Sabha centric and involvement of all important stakeholders is a crucial factor for ensuring that the process remains participatory and is able to reflect in the best possible manner the living conditions at the Gram Panchayat level.

Clear communication of the entire process to the villagers beforehand is required for facilitating their involvement and handholding programme is required for developing and consolidating consensus on adoption of prescribed processes for participatory planning as well as for setting timelines for completing the processes as prescribed.

 

 

 

Teachers' Association observe 'Justice Day'

ITANAGAR, Jul 12: The Arunachal Pradesh College Teachers' Association (APCTA) observed 'Justice Day' on Wednesday at Dera Natung Government College here in solidarity with the All India Federation of University and College Teachers' Organization (AIFUCTO).

The Day was observed by AIFUCTO and all its units to demand implementation of the 7th UGC pay revision recommendations after consultation with AIFUCTO and other teachers' body, 100 percent financial assistance for uniform and simultaneous implementation of 7th pay scales, pay scales & service conditions for temporary, adhoc, part time, guest teachers, block grant teachers and self-financing teachers and employees, scraping of API and extend dates of RC/OC and rejection of  pension scheme 2004 and pension for all teachers.

Other demands include abolishment of anomalies of 6th pay scale, stoppage of budget cut of education and increasing it up to six percent GDP, immediate withdrawal of proposed HERA, HEERA and strengthen UGC and AICTE, graded autonomy to universities and colleges, NET, SLET, SET for PhD registration, putting a stop to commercialization, corporatization and centralization of education, besides regular consultations with AIFUCTO and other teachers' body on education policy.

Regarding its stand on RGU, the APCTA said that it will go on a rigorous non-cooperation movement against RGU if its demands are not fulfilled in the next meeting proposed in the month of September.

Also, the APCTA deeply mourned the untimely demise of Bengia (Tana) Yania, a student of BA II Semester of DNGC, Itanagar and all other victims of the landslide at Laptap.

 

 

 

36th Foundation Day of NABARD

ITANAGAR, Jul 12: On the 36th Foundation Day of NABARD, the Arunachal Pradesh Regional Office arranged an inter-face between All Arunachal Pradesh Coop Weavers Federation (AWFED) with NGO executives and their select SHG members engaged in weaving activity.

Representatives from Young Mission Adventure Club & North East Multipurpose Development Society and few SHG members took part in the event.

During the interaction with NABARD officials, the SHG participants narrated about various farm and non-farm activities being undertaken by them with their limited resources and also their experience of working as SHG members. They were of the view that non-availability of timely credit to the groups was the main hindrance in diversifying their activities and securing sustainable livelihood.

The NGO executives also highlighted the difficulty of SHG members in availing financial support from banks in the state. However, they felt that the poor recovery of bank loan availed earlier by SHG members is also an important factor leading to denial of credit support by banks.

Dr Gyanendra Mani, General Manager & Officer In-charge, NABARD Regional Office, Itanagar, while emphasizing upon the need to diversify the income sources of SHG members for ensuring their sustainable livelihood and the possible role of NGOs to help them achieve that objective, stressed upon up scaling  their non-farm sector activities due to limited land available with them.

He suggested the NGOs as well as SHG members to take advantage of two very important schemes recently launched by the Government of Arunachal Pradesh, which are the Chief Minister's Bunkar Yojana and the Deen Dayal Upadhyaya Swavalamban Yojana.

V Thirumalai, DGM, NABARD briefed the participants about the history of SHG movement in the country and its journey during last 25 years of operation.

DRCS, Ziro Gyati Kobing, explained about the activities of the federation and urged the SHG members to get affiliated to AWFED by forming weavers' societies. He informed that already 11156 weavers are registered under the federation and it can go a long way in solving the marketing problems of handloom products of local weavers.

 

 

 

 

East Kameng DA issues travel advisory

SEPPA, Jul 12: East Kameng Deputy Commissioner Rajeev Takuk cautioned the people against taking journey through Seppa-Pakke Kessang-Kodaso-Sagalee-Itanagar road till the receipt of official communication regarding its clearance, as the said stretch of road is reported to be unsafe for travelling.

However, the commuters are advised to undertake journey from Seppa to Bhalukpong via Nechipu road with full preparedness beforehand.

 Owing to the incessant rain over the last two weeks, surface communication to and fro the East Kameng district has been disrupted.

The Trans-Arunachal Highway from Kodaso to Itanagar via Sagalee-Kheel /Hoj remained cut off. (DIPRO)

 

 

 

Health camp at Kugi village

AALO, Jul 12: A health camp was organized on the occasion of World Population Day by the District Health Society at Kugi Village on Tuesday last.

During the camp, ante-natal care services, family planning counselling, general health awareness with free distribution of OCP/ ECP, eye screening and dental check-up were conducted.

Later, addressing the gathering during the camp, District Medical Officer, Dr Nyage Geyi and DANO, Dr Pemi Jilen spoke on the importance of small family and family planning.

About, 103 patients were treated for various ailments, while condoms, ECP and Nischay kits (pregnancy detection kits) were also distributed to the villagers. (DIPRO)

 

 

 

GoAP urged to repeal AP Unlawful Activities (Prevention) Act

ITANAGAR, Jul 12:  In a representation to the Chief Minister on Tuesday, the Arunachal Law Students' Union (ALSU) has sought the repeal of the Arunachal Pradesh Unlawful Activities (Prevention) Act, 2014, terming it "too harsh".

The ALSU claimed that the said legislation could be misused by the authority to suppress the fundamental rights of the citizen as enshrined in Article 19 of the Constitution. It also appealed to the GoAP to formulate a specific land law to solve boundary disputes with neighbouring states, ensuring much needed economic viability of the land holdings and resources, thereby opening up new options for the overall development of the people and their socio-economic conditions.

Among other issues that the union urged the GoAP to take up were drafting of a Forest Act and implementation of Lokayukta Court in the state.

It further urged the government to fulfil its demands within two weeks from the time of submission of the representation, while threatening to resort to democratic action if its demands are not met within the stipulated time.   

 

 

 

WASE questions issue of residential certificate to Subba

PASIGHAT, Jul 12: Women Against Social Evils (WASE) has questioned the issuance of character and antecedents certificates to Ashok Kumar Subba, the proprietor of M/s Tsong Distilleries Pvt Ltd as resident of Niglok village.

The women activists of WASE, who have been fighting against setting up of IMFL distillation unit at Industrial Growth Centre, Niglok under Ruksin Sub-Division, have raised doubt over the intention of the state government to push through the project at any cost despite opposition.

In a letter to the DC and SP, the WASE has questioned as to why Subba was given character certificate while citing him as the resident of Niglok village.

"A K Subba is a resident of Sikkim and how can the Ruksin OC verify and the Deputy SP (HQ) issue the certificates citing Subba a resident of Niglok village," questioned WASE General Secretary, Joya Tasung Moyong.

When contacted, Ruksin Police Station OC T Tamut told that it was a mere forwarding from his side to the higher authority/office.

Deputy SP A Taying could not be contacted for his official comment over the issue.

YINGKIONG, Jul 12: Heavy rain caused major damage to Siri Micro Hydel Station (2 x 250 KW) at Gossang on July 11. The damage has been estimated to be Rs 30 lakh approximately, and would take more than a month's time to restore the damaged channel. (DIPRO)

DFO Aduk Peron spoke on the importance of trees in improving air quality, climate amelioration, conserving water, preserving soil, and supporting wildlife.

"During the process of photosynthesis, trees take in carbon dioxide and produce the oxygen we breathe. Fallen tree leaves can reduce soil temperature and soil moisture loss. ... Trees create an ecosystem to provide habitat and food for birds and other animals. Trees absorb carbon dioxide and potentially harmful gasses," he went on to describe the importance of trees and appealed to everyone to plant at least 10 trees for every tree we fell down.

Bakul tree is used in Ayurveda medicine for dental ailments, such as bleeding gums and loose teeth, while putranjiva is mainly used in female infertility.

The programme saw the participation of around 90 people, including forest officials, public leaders, village elders, Abali School students, youth associations, BEd college trainees and village women.

The programme was coordinated by Bapak Koyu, FRO Roing.

Yachuli branch of the Arunachal Pradesh Women Welfare Society, along with women self help groups of Raga planted 1,510 saplings of various species as part of Vanamahotsava celebration, of which 810 saplings were adopted. Bamboo guards were also erected to protect the saplings.

Trees were planted in various places of tourist interest, like Sree Sidheswar Nath temple, Kardo and Ziro Putu. Dustbins were also distributed to the temple authority for better waste disposal.

 

 

 

GSU alleges violation of Act

ITANAGAR, Jul 12: The Galo Students' Union (GSU) has alleged violation of the Arunachal Pradesh District Based Entrepreneur and Professional Act, 2015 by the Executive Engineer and other officials of RWD, Aalo division by allotting work to a firm, whose working jurisdiction allegedly does not fall under that particular area, where the scheme will be implemented.

In its complaint letter to the Secretary, Rural Work Department (RWD), the students' union stated that scheme under Social and Infrastructure Development Fund (SIDF) meant for Liromoba Assembly Constituency has been allotted to a firm, whose working jurisdiction does not fall under that particular block in violation of the Act by the concern department.

Condemning the alleged act of favouritism and carelessness, the students' union demanded retendering of the scheme. It also demanded strict action against the erring officials and all other involved in it.

 

 

 

EE RWD inspects collapsed culvert

PASIGHAT, Jul 12:  A team of engineers from RWD, Pasighat division led by EE Mugling Tayeng inspected the collapsed culvert over Seren River on New Seren-Old Deka road on Tuesday and blamed heavy rains for its premature collapse.

However, effort is being made to reconstruct the collapsed culvert while enhancing the length of the culvert up to 15 metres from the present six metres, said Tayeng.

The important New Seren-Old Deka road connects the region with Ruksin and other places without touching Assam.

The 13.5km road from New Seren to Old Deka, which was completed recently under SIDF with a total cost of Rs 3.78 crore, has a total 27 culverts, informed AE K Rina of RWD Nari Sub-Division.

HGB Moba Doye and Mandal President Marbom Doye also said that small river Seren became turbulent due to heavy rains, leading to erosion in upper side of the river course as well.

 

 

 

Water supply, road at Batt-Ganga panchayat hit

ITANAGAR, Jul 12:  Batt-Ganga ASM Chairperson, Teli Yamang has informed that rain triggered flash flood has washed away most of the water supply pipelines and damaged road connectivity at various sectors at XI Batt-Ganga Anchal segment and sought the government's immediate assistance to provide succour to the villagers.

The ASM has in a release on Wednesday, said that the villagers are facing acute shortage of water for over 10 days, while paddy fields, vegetable  gardens and houses etc have also suffered damages in the villages of  Ganga, Jullang and Chimpu.

 

 

Merit list NEET, 2017

ITANAGAR, Jul 12: The merit list prepared on the basis of All India Rank (AIR) in NEET, 2017 will be available on the website www.apdhte.nic.in from 1 PM onwards of July 13.

Candidates are advised to peruse the list and submit their claims and objections in the office of the Director of Medical Education, T&R, Naharlagun within 4 PM of July 15.

The final merit list will be published by 12 noon of July 17.

 

 

 

'Revoke order cancelling JE written exam'

ITANAGAR, Jul 12:  Terming the state government's decision to cancel the written examination of Junior Engineer of RWD as arbitrary and unfair, the Arunachal Pradesh Diploma Unemployed Engineer's Association (APDUEA) has in a representation to the Chief Minister on Tuesday appealed to him to revoke the order and conduct the said examination on an alternate day within five days.

The Association said that about 3,612 applicants who received their admit cards from various districts of the state are distressed with the government's sudden decision to cancel it.

'Power to delegate the recruitment process of Junior Engineer through APPSC is appreciable, but the sudden decision to cancel the examination is dictatorial', the Association claimed, adding that the government could have cancelled it a couple of months earlier if it felt the recruitment process was unfair.

It had also threatened to resort to democratic movement if its demands are not met within five days.

 

 

 

Need for more research in nursing stressed

NAHARLAGUN, Jul 12:  Joint Director of Medical Education (Training & Research) Naharlagun, Dr R Doye advocated the need for continuous learning through research in nursing and urged the students of Arunachal State Nursing School, Naharlagun to avail every opportunity to acquire knowledge.

He was addressing a day-long seminar on the theme 'Manuscript preparation and publication ethics in Nursing: A holistic perspective and need of the hour', which was organized by the Arunachal State Nursing School, Naharlagun at Directorate of TRIHMS on Wednesday.

During the Indian Council of Medical Research (ICMR) New Delhi sponsored seminar, Regional Nursing College Guwahati Lecturer, Nabanita Barman as resource person gave a brief introduction on research methodology as well as steps of manuscript preparation.

Deputy Director (Nursing) Directorate of Health Service, Naharlagun, Kijum Karga spoke about the importance of maintaining publication ethics.

Earlier, Principal Arunachal State Nursing School, Boa Yania Taw in his address to the students of ASNS Naharlagun and staff nurses of TRIHMS informed that the seminar is first of its kind in the history of the school which will benefit nursing students as well as working nurses to understand the importance of research, manuscript preparation and ethical issues.

 

 

 

Affected building owners

submit memo to UD PS, DC

ITANAGAR, Jul 12: In a four-point memorandum addressed to Parliamentary Secretary Urban Development and Capital Complex Deputy Commissioner, the Itanagar Commercial Building Affected Owner's Welfare Association (ICBAOWA) appealed to both to look into their demands prior to dismantling building structures from Chandranagar to Shiv Mandir area, falling under the proposed 4-lane NH415.

The Association's demands include reassessment of affected properties by the district administration jointly with the Committee in presence of concerned affected building owners; reduction of road alignment from 15 by 15 to 12 by 12 ; addition of left out assets in the earlier property assessment list, such as  retaining wall, boulder wall, iron gate, septic  tank, CC platform, chain  link fencing, tree/ bamboo plantation, horticulture garden, building structure, etc and payment of adequate compensation for affected families prior to demolition of structures.

Wake up call for PWD Highway

The death of 14 villagers in a tragic incident at Laptap raises several questions which need to be answered by the government of Arunachal in particularly PWD and Disaster Management department.  Arunachal has been battered by heavy rainfall and landslide in the last 15 days. Papum Pare district in particularly Sagalee sub division and capital complex has been the worst hit. The village where massive landslide took place leading to the death of 14 people was identified as potential danger zone. Villagers alleged that representatives of agency engaged in construction of Trans Arunachal highway had inform them about potential danger of landslide at Laptap.

The question arises why district administration did not take any measures to shift the villagers. Also why did not the representative of construction agency coordinated with district administration in this regard. Proper investigation should be done and those responsible for the loss of innocent lives should be strongly punished. Also it is being witnessed that monsoon has caused maximum destruction in areas where Trans Arunachal Highway (TAH) is located. This is not just a coincidence and proper study should be done to understand this phenomena. In all probability it is happening due to faulty method used for construction of TAH.  Especially while carrying out earth cutting the construction agencies is making serious mistakes. PWD highway should introspect and try figure out where things went wrong at Laptap. There is no doubt that, they along with construction agency Sushee Infra will have to be held accountable for the incident.

Norms of neutrality

Dear Editor,

While condemning the laggard policy of reservation in higher education and jobs, all sane persons cite the example of cricket which always considers the merit of the cricketers during selection process instead of blindly giving space to undeserving players from certain states just because those regions remain unrepresented! Else the performance of the team is bound to suffer.

But far from drawing inspiration from cricket and vouch for meritocracy in all national spheres, Ramdas Athavale is shamelessly asking for reservation in cricket team also!

If all things religion, language, race, caste or tribe is scandalously allowed to call the shots in all aspects of the society by eradicating all norms of neutrality and national identity; then why don’t fragment India into innumerable parts and make each region the exclusive domain of people of particular demographic credential only?

Result of our own selfish deeds

Dear Editor,

For the last few weeks, we've had incessant rainfall causing loss of lives and properties. We are having to witness people getting evacuated, areas getting sunk. We must understand that it's not just a course of nature but more or less the result of our own selfish deeds.

The encroachment of river banks, the cutting of land thus changing the course of the river, disposal of garbage into water bodies causing clogs, unsupervised construction of buildings in landslide prone areas, no drainage system, etc and we can go on and on.

The Barapani market area is a significant example of encroachment of the river banks and negligent disposal of garbage and only if sufficient area was left off so that none of the properties could've been affected when the river would get at its highest level would have made a whole lot of difference.

All of us have been watching the dreadful condition of the Barapani River loaded with filth and garbage causing clogs in the flow of the stream and this is also one of the reasons for sudden current flow and flood like situation.

Coming to the unchecked and unsupervised cutting of land causing the change in the course of the river is one of the most grave situations there is to be and with further exploitation in the future without any confrontation or mass awareness programme, we are sure to face the full wraith of nature.

The Jullang area especially is an important example, the rivers that there once used to be is now replaced by abodes nestled on land filled foundations.

Construction of qualitative and quantitative drainage system should be assessed and implied. Our state coming under the tropical region, its citizens must have the awareness and the preparation already required with what comes for the future and learn from the past.

With loads of funds being released every year, why don't sanction one for waste management plant and programme and actually use it for the purpose.

Unemployment being a huge setback in our state, setting up of departments for vigilance and supervision for unsupervised construction, cutting of lands etc would sure pave way for thousands of unemployed individuals with deserving qualifications.

Advertising awareness of the above cases via media, banners and plays or acts can also make a difference.

With implementation of the Swachh Bharat, we've seen a huge difference so wonder what difference would it make in the exploitation of natural sources with a few early steps.

Supervised planning of the state is a necessity to come to par with the other successful developing states and countries, we still lag miles behind.

Delayed justice

Dear Editor,

A lady has been facing perpetual acid attacks in Uttar Pradesh for seeking justice against those who allegedly gangraped her in 2008. Indeed, we all got acid on our faces. Why are we so selective in raising our voices against rape, murder or acid attacks? Why do we go into slumber after Nirbhaya? How can these criminals pooh-pooh our justice delivery system? Her nine years wait for justice and four acid attacks on her in the process portray all of us in a bad light. Justice delayed means no justice at all.

Honour Umbing

Dear Editor,

Through your column, I want to ask the State govt, why they are not honouring Lt. IRBN Nada Umbing. He sacrificed his life while performing his duty, giving support, rescuing people from land slide, flood in bad weather.

State government must honour all brave soldiers Lt. Wing Commander M. S Dillon, Lt. Flight lieutenant PK Singh, Lt. Flight Engineer Sergeant Gujjar and Lt IRBN Ct. Nada Umbing who laid down their lives for the safety of fellow countrymen.
